Chairwoman Webster moves to amend the Senate strike and
insert amendment the committee substitute on page two, section
nine-a, line twenty-three, by striking out the words "law master"
and inserting in lieu thereof the words "court judge";
On page three, section nine-a,
line fourteen, after the word
"order" by inserting the words "injunctive relief";
On page three, section nine-a,
line fifteen, by striking out
the citation "§48-27-403" and inserting in lieu thereof the
following "section five hundred one, article twenty-seven,
chapter forty-eight";
On page three, section nine-a,
line sixteen, by striking out
the words "a final order protection entered pursuant to the
provisions of §48-5-601" and inserting in lieu thereof the
following: "section six hundred eight, article five, chapter
forty-eight";
On page three, section nine-a, line twenty-three, by
inserting the words "(f) For the purposes of this section:";
On page four, section nine-a,
line seven, by striking out
the word "and";
On page four, section nine-a,
line nine, by underlining the
following words as though they are new language "'Harasses' means
willful conduct directed at a specific person or persons which would cause a reasonable person mental injury or emotional
distress";

the subsection designation (g) and re-designating the remaining
subsections accordingly;

subsection (k) in its entirety and inserting in lieu thereof the
following: "(l) The Governor's Committee on Crime, Delinquency
and Correction, after consultation with representatives of labor,
licensed domestic violence programs and rape crisis centers which
meet the standards of the West Virginia Foundation for Rape
Information and Services, is authorized to promulgate legislative
rules and emergency rules pursuant to article three, chapter
twenty-nine-a of this code, establishing appropriate standards
for the enforcement of this section by state, county, and
municipal law-enforcement officers and agencies."
